Under Alabama LAW

40-2-11, (1) The Alabama Department of Revenue is “To have and exercise general
and complete supervision and control of the valuation, equalization, and assessment
of property…”  

              (2) Property Tax Valuation must be uniform state wide "To equalize, value,
and assess or cause to be equalized, valued, and assessed any property subject to
taxation"

40-7-15 and 40-7-62 - Property must be valued at market price

How ADOR implements the law

Per ADOR “ appraisal is an art and not a science, an appraisal is also an opinion of
value and quite often people have different opinions of value”   
The Problem is

Per ADOR “The Sales Ratio Study is the consistency, market value, and equalization
test.”       (Sales Ratio is Sale Price / Tax value)

ADOR Property Tax Equalization Plan requires reports from Counties to be approved
by ADOR

Per meeting 29 July 2008 ADOR admits they perform NO audits of Property Tax
Valuation and
hope corruption does not exist.
