
Sales Ratio Fails to Protect against Favoritism
A sales ratio (R) is formed by dividing the appraised value (A) by the sales price (S). For
example, if a property was appraised for $148,000 and it was sold for $154,000, the
sales ratio would be: R = A / S = 148,000 / 154,000 = 0.961.
Attached is a small sample of Jefferson County parcels appraised at less then their last
sale price.

The source of this data is the Jefferson County Electronic Courthouse. There may be
legitimate but not obvious reasons for these. These may be due to poor methodology.
Or the problem could be much more serious. Only an independent audit can determine
the answer. Audits are necessary to keep even the most honest man from being
tempted by the large amount of taxpayer’s money at risk.

These examples were sent to Mr. Tim Russell commissioner of the ADOR on 5/17/2008. I
am waiting for him to explain how these comply with the Sales Ratio requiring appraisals
to be within 2% of sales price?
