
Neighborhood Guide - Depreciation
For each neighborhood the JCBOE has a Depreciation Guide.
This is the guide for my neighborhood.

"Depreciation guides for each neighborhood are created using the observed (from last visit) physical
condition (excellent, good, average, fair, poor or unsound) and relate an associated percent good of
the replacement cost new based upon what the sales in that neighborhood reflect for properties in
those physical conditions. Thus, an average condition house in one neighborhood may be 70% of RCN
and a house in average condition in another neighborhood may be 75% of RCN due to the sales
analysis in those neighborhoods. Sales are also used to determine the need for functional (size)
adjustments and/or economic obsolescence."
I have no idea what this means. AAM 4-75 describes a Neighborhood database for performing
spreadsheet analyses. I have e-mailed (4-7-2008) Mr. Otis Brown, Chairman of the Board Jefferson
County Board of Equalization, requesting under the Alabama open records law all documentation
concerning the “Neighborhood Depreciation Guide”. That material will be shown here so that we can
see exactly how this guide is created and how it is to be used by appraisers. I am very interested to
learn how “Excellent+” through “Unsound” are defined for the purpose of this guide.
