In May or June of each year new valuations are mailed by the JCBOE (June
27,2008 last year). This form allows you to "Protest" your valuation.

You have a deadline date to mail in your protest card which was July 25,
2008 last year.  There is no advantage in mailing early and it may end up
rushing you to prepare your protest.

Once you mail your card, you will be notified by mail as to when to appear
for a Preliminary Interview with a JCBOE staff member.  You can protest in
person or in writing.

If you have legitimate reasons to protest then I would recommend going to
the effort of putting them in writing.

However if you just have a general belief that your home is over valued and
you are a good haggler it might be best for you to meet with the appraiser.
If you meet with an appraiser having a good day, you might catch a break,
many people have. However, it is my feeling that taxes valuation should not
be determined in this manner.

After this hearing you will be mailed a new valuation which may be the
same. You can either accept this valuation or choose a hearing before  the
JCBOE board. These are scheduled to continue through the second week of
May 2009. You may e-mail your evidence to the
JCBOE instead of attending
in person.

At any step during this process you have the legal right to look at any record
 the JCBOE possess,  base on the
Alabama Open Records Law.

After the board hearing you will be notified within two weeks via mail of your
new valuation which may be the same as your old one. If it is changed they
do not tell you how it was changed. For this you must get a new ICS. You
now have thirty days from the time the final valuation was mailed to appeal
to circuit court.

The court and legal costs make it impossible to challenge any tax difference
under $1,000. The law needs to change. It is possible to appeal to circuit
